Yah can and does place His Spirit upon whomever He deems willing and obedient to carry out His Torah (instructions and teachings), i.e., Deborah, judge over all Israel.

According to the Book of Judges, Deborah (Hebrew: דְּבוֹרָה, Dəḇōrāh, "bee") was a prophetess of the God of the Israelites, the fourth Judge of pre-monarchic Israel and the only female judge mentioned in the Bible, and the wife of Lapidoth.

Other names: Debora, Débora, Dvora
Residence: Shelter in Mount Ephraim, which is between Ramah in Benjamin.

Why Yah did not make Lapdoth, her husband, the 4th judge of Israel is His prerogative.

This calling into leadership took place after Eve was deceived by HaSatan.
Therefore, if anyone (male or female) is called by Yah to lead, be obedient.
