To me, the thought being expressed is that, in spite of even the worst temporal circumstances to which a believer might be subjected, God, through His word, gives the believer hope by providing the knowledge of His continual presence in this life, and by His promises regarding the believer's eternal state, which are infinitely greater because that state will last forever, and there is no power in the universe that can stop God from fulfilling them. If Psalm 119 is regarded as having been written by David, one of the examples of this hope would have been the assurance provided by God to David in 2 Samuel 7 -- despite the afflictions to which David was subsequently subjected as a judgment against his sin with Bathsheba -- that his house would last forever (including having the Messiah born through his earthly lineage).
