In my opinion, the terms "virgin", "tender", and "delicate", as applied to Babylon in the verse cited in the question do not denote virtue or purity, but refer to the fact that Babylon to that point had not been conquered or overrun. In the passage, God is indicating that that status is going to change, and that Babylon will be brought down to the dust in retribution for its treatment of Judah.
