I would say that the psalmist was speaking metaphorically in comparing the power of Egypt's armies under Pharaoh which were pursuing Israel after the exodus from Egypt (and, in particular, following them into the waters of the sea, which God had miraculously parted to allow Israel to cross) to dragons or sea monsters that were seeking to destroy Israel, but which God instead drowned and destroyed, as recounted in Exodus 14:23-28.
