Chapter 28 Ahaz was twenty years old when he began to reign, and he reigned sixteen years in Jerusalem. And he did not do what was right in the eyes of the Lord, as his father David had done, 2 but he walked in the ways of the kings of Israel. He even made metal images for the Baals, 3 and he made offerings in the Valley of the Son of Hinnom and burned his sons as an offering, according to the abominations of the nations whom the Lord drove out before the people of Israel. 4 And he sacrificed and made offerings on the high places and on the hills and under every green tree.

5 Therefore the Lord his God gave him into the hand of the king of Syria, who defeated him and took captive a great number of his people and brought them to Damascus. He was also given into the hand of the king of Israel, who struck him with great force. 6 For Pekah the son of Remaliah killed 120,000 from Judah in one day, all of them men of valor, because they had forsaken the Lord, the God of their fathers.

I'd say that such an action would always be misguided, but it would be done out of a desire to appease a false god (other than the God of Israel) who supposedly required such offerings from followers (as noted of several pagan gods in the Old Testament such as Moloch (Jeremiah 32:30-35) or Baal (as noted in the passage cited in the question, or as in Jeremiah 19:5)), or else as a supreme (but, again, misguided) sign of desperation in an effort to be saved from capture or destruction, as the king of Moab did in 2 Kings 3:27.

So the trick is to conceal the evil within the choice with a catchy simple minded slogan and then parrot this banner of truth, silencing any opposition along the way until it becomes so fashionable. That the gullible simply can't stop themselves from joining in, on all the fun and freedoms being hawked by the caterwauling Mandarins of tolerance.

The United Nations Human Rights Committee drafted a memo saying that abortion and physician-assisted suicide should be universal human rights. The International Covenant on Civil and Political Rights, calls for abortion to be decriminalized everywhere. 

Nations or states should not introduce new barriers, remove any existing barriers to abortion, including the exercise of conscientious barriers of objection by individual medical providers to murder the unborn. (Genesis 4:10; Genesis 4:11; Exodus 1:17)

Sacrificing The Old:
The drafted copy also addressed physician assisted suicide, directing medical professionals to “facilitate the termination of life of AFFLICTED adults; who are terminally ill, experience severe physical or MENTAL pain or suffering wishing to die with dignity.” (Psalms 5:6)

The American Academy of Family Physicians announced that it no longer opposes physician assisted suicide, taking instead a neutral position on the matter. Also the Massachusetts Medical Society voted a “neutral engagement” policy regarding assisted suicide and euthanasia. (Jeremiah 7:31; Ezekiel 22:4) 

BOTTOM LINE:
Is it any wonder that within the leftist controlled utopias of Baltimore or Chicago etc. 
The chosen sport for the young seems to be killing each other. (Galatians 4:16)

Human sacrifices are considered “murders”. Bible and God forbids both suicides and killing others. However it is practiced among false religions in connection with idolatry and worship of devil amd demons. 

Five sins of Ahaz:
1. He walked in all the ways of the northern kings
2. Made molten images for Baal
3. Burnt incense in the valley of the son of Hinnom (2Chr. 28:3)
4. Burnt his children in the fire to Moloch (or Molech)
5. Sacrificed and burnt incense in high places, on the hills, and under every green tree (2Chr. 28:4)

Because of such serious sins of ungodly king Ahaz, he experienced the judgement of God during his life. 

Five judgments upon Ahaz:
1. Defeat by Syria
2. Many captives taken to Syria
3. Defeat by Israel
4. Had 120,000 Judahites slain in one day
5. Had 200,000 captives of Judah taken to Samaria, with women, sons, daughters, and spoils of war (2Chr. 28:8)
