He was also given into the hand of the king of Israel, who struck him with great force. 6 For Pekah the son of Remaliah killed 120,000 from Judah in one day, all of them men of valor, because they had forsaken the Lord, the God of their fathers.

I'd say that such an action would always be misguided, but it would be done out of a desire to appease a false god (other than the God of Israel) who supposedly required such offerings from followers (as noted of several pagan gods in the Old Testament such as Moloch (Jeremiah 32:30-35) or Baal (as noted in the passage cited in the question, or as in Jeremiah 19:5)), or else as a supreme (but, again, misguided) sign of desperation in an effort to be saved from capture or destruction, as the king of Moab did in 2 Kings 3:27.
