If the Lord doesn't see Christians as sinners why do so many think Jesus didn't completely fulfill the law?

As Paul says in Galatians, you can't be under the law and be justified by faith.

Galatians 3:24 - 25

ESV - ²⁴ So then, the law was our guardian until Christ came, in order that we might be justified by faith. ²⁵ But now that faith has come, we are no longer under a guardian.
