In Luke 8:24 Jesus REBUKED the storm that could have 'drowned' Him and his His disciples. Now the storm could not have been sent by God the Father otherwise Jesus would have been rebuking something the Father did (a house divided will fall). We see Jesus rebuking demons and other personalities. This shows Satan can control the weather to some extent as he did to oppress mankind with diseases (Acts 10:38). Perhaps the insurance clause 'Act of God' is in most cases attributed to the wrong person. It should be more accurate to say 'Act of Satan'.

The question is: Does Satan have the power to control the weather? I sincerely believe he has, just as all God's servant have. God is the ultimate Controller of all creation. However, He, in His Sovereignty, has given power to His servants to order and control the weather. 

The case of Job is a perfect example. He ordered commanded fire, wind and also boils to cover Job's body - though, with God's permission. 

The Bible says, believers can command the mountain to move from a particular place to another. That is power to control the weather.

Another case was when Joshua commanded the Sun to stand still and it happened just like that. 

So, putting the issue in perspective, God controls everything in the universe but He has given His creation the grace to order the weather. 

There are also rainmakers who command rain to refrain from falling at a particular place because certain events are holding there. There is no doubt that such people use satanic power and influence. 

However, I believe each of us will give account of how we have used the authority and power that God has given to us.

Satan only has as much power as God has given Him, but whatever power God allowed satan to have God not only has control over that measure of power.

Luke10:19." Behold I give you power to tread on serpents and scorpions and over all the power of the enemy and nothing shall by any means hurt you." 

No matter how much power God gave satan He not has power over that power but He has given His children power over all the power of satan. The problem is...we fail to exercise the power Jesus gave us.
