You'd be amazed at a lot of things that are not biblical yet labelled as. But as far as this saying - it's close. I don't like Joel Osteen teachings either but he can shed some light at times.

For those that are in Christ; meaning, those who feel Christ pulling them to him - then yes, it is God ultimately in their life. It is the Father that draws them to Christ and it is Christ that works in them to bring about what he purposes for them

John 6:44
No one can come to Me unless the Father who sent Me draws him; and I will raise him up at the last day.

Philippians 2:13
for it is God who works in you both to will and to do for His good pleasure.

Ephesians 1:11-12
In Him we obtain an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of HIS will, that we who FIRST trusted in Christ should be to the praise of His glory.

So no God doesn't just see what we are or what we become; Christ is the one ultimately working it out

Isaiah 14:27
For (when) the Lord of hosts has purposed [Hebrew: counseled, determined] it, who will annul it? (When) His hand is stretched out, who will turn it back?”

Good question George a little too sugary and sweet for my taste too, but as they say even a broken clock is right twice a day. 
One of my favorite Bible characters is Gideon, the everyday Joe someone we could pass on the street and not notice much as we went our way.

Judges 6:12
The angel of the Lord saw and then addressed Gideon as the mighty warrior he would become, if by faith, he would cross the bridge to where his true future waited.

Had Gideon chosen not to believe what the angel spoke that day he would have disappeared in the sands of time, and God would've raised up someone else for the job.... 

Mark 6:5
"Because of their unbelief He could do no mighty miracles"
Their unbelieving lead them, to not bring their sick to Jesus for healing. It's not that their unbelief somehow limited Jesus in anyway. It's that it limited their own faith to even bring their sick before Jesus.

With our small thinking and simple ways we may become the limiting factor for the powers of our limitless God to do His will.......Haggai 1:5-6

Well it is true that we battle our flesh daily, that we have insecurities and self esteem issues. So yes, it is true that in our flesh we can struggle with feelings of inadequacy.

It is also true that God both sees who we are in Christ and because He is God and possesses foreknowledge also knows what choices we will make and what our process of sanctification (becoming like Christ) looks like.

So sure, there's nothing wrong with that specific statement. Though, knowing what Joel O. believes, I would be wary of the context at large in which the statement was made.
