Everyone who is on earth at the present time. We are living in the millennial kingdom at the present time. To understand this language you really have to understand the Old Testament as well as the "judgement language" found there and not the false rhetoric of modern day false prophets.

Jeremiah 4:23-28 speaks of the impending destruction of Judah/Jerusalem by Babylon. This has nothing to do with end times. In fact, most of Jeremiah speaks directly to and only of the Southern Kingdom.
Context is everything.
