This from Wikipedia. Jethro, Moses' father-in-law, who also went by the name "Reuel" (Exodus 2:18; Numbers 10:29). It has been suggested that Reuel was his proper name, and "Jether" or "Jethro" was his official title (i.e., "excellency").

Ruel is the same person as Jethro. Jethro means excellence; may have been a title back then. Shalom

Yes, he was the father-in-law of Moses (Exod. 2:18) and called Jethro and Raguel (Num. 10:29). Raguel, then, yes, was the father of Hobab and father-in-law of Moses (Num. 10:29).
