Does the word “draw” in James 4:8 and John 6:44 have the same meaning? If yes, so is it God who draws man to Himself or man who draws near to God?

To specifically answer your question, no, the word draw does not mean the same thing. In the King James Bible two different Greek words were used in the two verses that were translated using the word draw. In James, the Greek word was "eggizo" which means to approach or draw nigh or come niear. The translator chose the phrase "draw nigh" which probably fit the English dialect at the time of the translation (I think 17th century). In John, the Greek word "helkuo" was translated draw. It means "to drag" or to "to draw" or "to pull". If I were to translate it today (no I don't speak Greek), I think I would use "tugging us to come to Him". That is probably just the "Okie in me". :)

When looking up these Greek words for this question I noticed something interesting to me. The word "helkuo" used in John: 6-4 can have a connotation of comparing. To pull or drag with a connotation of comparing could mean to drag into two separate groups or to different pens especially if you were speaking of sheep. God is "pulling" or "tugging" or "drawing" believers into separate groups from those of the world. His group. His people. He wants us to stay separate even while in the world!
