The Bible says, in every case, that torture is a thing to be feared because of the pain it causes. Matthew 24:9, Hebrews 11:35, Hebrews 13:3, Revelation 9:5 The alluding to torture has a very negative connotation in Scripture. Governments, on the other hand, use torture to punish and to extract information. Does Romans 13:1-5 give them authority to use torture? I have a tough time accepting that God puts all leaders in place all over the world. The atrocities committed on behalf of governments, dictators and despots cannot be what Jesus would condone. I would venture to say that torture, in every situation, be it individual or governmental is not according to the will of God.
