This is only my interpretation when it's written: "Turn your ear to me, come quickly to my rescue; be my rock of refuge, a strong fortress to save me." I believe it's referring to the Lord being our salvation and foundation of our faith. When David wrote this he was praying and urgently asking the Lord to answer his prayer. How is God like a rock (Psalm 31:2)? Incline unto me thine ear, Speedily rescue me, Become to me a Rock of refuge, a Place of security, For saving me - Rotherham Bible. The Scriptures, as written in Hebrew, distinguish between a rock or a large piece of rock (tsur) and a crag (seʹlaʽ). Both terms are used literally and figuratively in the Scriptures. The two are found in parallel at 2 Samuel 22:2, 3 - and Psalm 18:2: "Yahweh is my crag. . . My God is my rock." When we think of David hiding from King Saul, we know he hid in caves and rock crags. These places were a haven for David. That is why David likened his God to a secure haven. In a figurative sense "rock" describes the qualities of Yahweh as the Father of Israel (De 32:18), as a stronghold (2Sa 22:32, 33; Isa 17:10), as the secure height and refuge of his people (Ps 62:7; 94:22), and as their salvation (De 32:15; Ps 95:1). Some have looked to false gods as their "rock." (De 32:37) There are other examples in which "rock" symbolizes in a general way a place of safety, protection, security, and refuge. (Isa 2:10, 19, 21) In Isaiah 8:14, Christ Jesus is alluded to as "a rock" over which "both the houses of Israel" stumbled. —Compare Mt 21:42-44. Yahweh is an incomparable stronghold. And what is a stronghold? It is a fortified place, one of security or survival. David of ancient Israel considered God to be his stronghold. For instance, consider the song that David directed to the Most High, "in the day that Yahweh had delivered him out of the palm of all his enemies and out of the hand of Saul," the king of Israel. The Bible also likens Yahweh to inanimate things. He is described as "the Rock of Israel," as a "crag," and as a "stronghold" (2 Samuel 23:3; Psalm 18:2; Deuteronomy 32:4). What is the point of similarity? Just as a large rock is solidly placed, unmovable, so that Yahweh can be a solid Source of security for you.
