Start a church in your home.
That is how all churches started in the beginning. Invite someone in the neighborhood to your home for services every Sunday or Saturday. Sing psalms to God, study and discuss the scriptures together and pray for each others needs that is all that is required. Have a meal together afterward. Continue this way until you need a bigger building to meet in.
