In the larger context of Isaiah 40 (in which the passage cited in the question appears), God is telling Isaiah to offer words of comfort to the southern kingdom of Judea and its capital city of Jerusalem, because the previous afflictions or punishments that they have received from God have (in God's view) doubly paid for their past transgressions.

Although they have been figuratively beaten down by those punishments, with God's help they will not only once again "renew their strength" (that is, once again receive the strength to rise from their fallen condition), but they will actually walk, run, and even metaphorically soar as eagles by rectifying their former misconduct, and by once again obeying God, as well as by hoping and trusting in Him for a better future.

Isaiah 40:31: But they that wait upon the Lord shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint. 

The vision given to Isaiah was for the children of Israel, whose forefather was Abraham, for the Lord had nourished and brought them up, but they rebelled against Him. The Lord then revealed to him, 'Though their sins are as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool.' (Isa 1:2,18) For their warfare will come to an end, from now on, for there shall be a cry in the wilderness, “Prepare the way of the Lord.” (Isa 40:2-3) This preparation was to “renew their strength,” which then came to pass. There was a man in Jerusalem named Simeon, who was filled with the Holy Spirit, as revealed to him, when the Lord Jesus was brought by His parents to the temple as a child. For He was the light to lighten the Gentiles, and to the glory of the children of Israel. Lord Jesus, when he grew up, the cry came to pass in the wilderness. John, the son of Zach-a-ri’-as, preaching the baptism of repentance for the remission of sins, as written and revealed by the Prophet Isaiah. (Lk 2:22,25,32/3:3-4) 

For one who waits upon the Lord, shall renew their strength, for the Lord giveth power to the weak, and to them that have no might the “Lord increaseth their strength.” (Isa 40:29) Lord Jesus loved Mary, Martha, and Laz’-a-rus of Beth’-a-ny. A day came, Laz’-a-rus fell sick, and his sisters sent unto him, saying Lord, behold, he whom thou lovest is sick. Lord Jesus then said, “This sickness is not unto death, but for the glory of God, that the Son of God might be glorified.” When Lord Jesus came, that was on the fourth day when Laz’-a-rus was already laid in the grave, He said, “Take ye away the stone” where his body was laid in a cave. Martha then said by this time his body stinketh, Lord Jesus then said unto her, “Said I not unto thee, that, if thou wouldest believe, thou shouldest see the glory of God?” Lord Jesus then said Lazarus, come forth, and he arose and came. Mary and Martha, and the Jews who had seen, which led them to renew their strength and believe in our Lord Jesus. (John 11:1-2,17,39-40,45)

For one, who controls their tongue in the right discernment are then being laid today with “live coals” in their mouth. Being righteous, then you shall eat the fruit of thy doings, and thy iniquity shall be taken away. (Isa 3:10,6:7) Abraham, who witnessed our Lord Jesus when He was sent with two angels, Moses was then told to obey His voice and provoke Him not. (Gen 18:1/Exo 23:21/Joh 8:56) For the Lord that made thee, and formed thee in the womb, shall pour water upon him that is thirsty and flood upon thy dry ground. He shall pour His Spirit upon thy seed and blessings upon thy offspring. For He is the first and He is last; besides Him there is no other God. He has blotted out a thick cloud our transgressions and as a cloud our sins, for us to return unto Him, for he has redeemed us. (Isa 44:2-3,6,22) The city of the living God, the Father, “the Judge of all,” the heavenly Jerusalem, is unto the innumerable “Company of Angels,” for the spirits of just men to be made perfect. (Heb12:22-23)

Malachi 3:1 Behold, I will send my messenger, and he shall prepare the way before me: and the Lord, who ye seek, shall suddenly come to his temple, even the messenger of the covenant, whom ye delight in: behold, he shall come, saith the Lord of hosts.
