I would say that the thought being expressed in the translation of the verse cited in the question (as well as similar uses elsewhere in Scripture) is not that of humans blessing (or even of having the capability to bless) God in the same way that God blesses humans, but of blessing Him in the sense of giving Him thanks and praise. (In fact, the same wording of the original text is expressed in other tranlsations of the same verse as "extol", "praise", and "thank".)
In any relationship, people bless each other by doing what pleases the other person. A state of blessedness is a state of happiness. When we love God and put him in first place in our lives, He is pleased so He showers us with his blessings, which can be physical, emotional, mental or spiritual. Because God desires a close personal relationship with every believer, we bless God (that is, make Him happy) when we spend time with him and fulfill his will for our lives. We bless God when we study the bible, pray, worship, serve others, share the gospel, etc. Both parties bless each other as we enjoy and grow the relationship.
Someone can "give thanks to God all the time," which means they can always praise and express gratitude to the Lord even when things get tough. This verse stresses the idea of praising God non-stop, which fits with the concept of "giving thanks" to him. Psalm 34:10 backs this up by saying that people who look to the Lord won't miss out on anything good. This suggests that even when times are hard, God takes care of those who put their faith in him making it possible to still "give thanks" to him. "For the Lord God is our sovereign protector. The Lord bestows favor and honor; he withholds no good thing from those who have integrity." What a reason to praise God! "He has filled the hungry with good things!"
