I would say that what David was expressing in this verse was both the utter safety of the protection that God was providing to him, and also the bold manner in which God was providing that protection -- to such a degree that it was being manifested and made obvious to David's enemies just as clearly as if God had prepared a feast for David in the immediate view of those who were seeking David's harm, with those foes being completely powerless to do anything to disrupt it. This emphasizes God's complete power and control over the entire situation.

Psalm 23:5: Thou preparest a table before me in the presence of mine enemies: thou anointest my head with oil; my cup runneth over.

From the beginning of creation, the firmament, waters, and the land were separated, and the land with a Table was prepared, called the Garden of Eden, and a man of His image after their likeness was created and put in the land. (Gen 1:7/2:15/3:8) For the Lord God being our Shepherd would come down to where the table was set and “walked on the land” with Adam and Eve knowing the serpent Satan that was all over the firmament. (Isa 14:12-16) Men being created after their likeness, being told of good and evil, got deceived and hid from the Lord, now having the knowledge of good and evil after eating from the tree in the midst of the garden, for the Lord then sent them forth out of the garden to till the land and eat the fruits of their own hands. 

The Lord being our Shepherd, He giveth His life to His sheep (John 10:11) for he that dwelleth in the secret place of the most, High shall abide under the shadow of the Almighty God. (Psalm 91:1) David who was looking after the sheep slew the lion and the bear, for it was the Lord who delivered him out of the paw of the lion and the bear (1 Sam 17:34-37) for He knows that Satan is always around us going to and fro on the land. (Job 1:7) Thus David was anointed with the oil of the Holy Spirit who has been given power and authority where he set his foot on the land which has a Table of the Lord to drive the enemy away. 

Thus, the cup runneth over the anointing that you have been given by the Holy Spirit within you, who guides you and leads your heart to bring your offerings of sacrifices of righteousness to put your trust in the Lord, (Psa 4:5/Exo 25:2) for then your cup shall always run over to the Lord to give Him thanks and praise. Wherever your table is set that you have to walk through, the anointing that you have will guide you to have complete control over your word’s actions, and deeds which then drives away the enemy from your table that is set, and that is how you dwell in the house of the Lord forever.

1 Corinthians 11:27: Wherefore whosoever shall eat this bread, and drink this cup of the Lord, unworthily, shall be guilty of the body and blood of the Lord.
