In my opinion, when Zechariah recorded his prophecy, he was in Jerusalem, following a return from Judah's exile in Babylon. To me, this is indicated in Zechariah 1:16.

Zechariah 1:1-2: In the eighth month, in the second year of Da-ri’-us, came the word of the Lord unto Zech-a-ri’-ah, the son of Ber-e-chi’-ah, the son of Id’-do the prophet, saying, "The Lord hath been sore displeased with your fathers."

The children of Israel were brought out of Egypt, who feared other gods, made molten images, and served Ba’-al. Among the prophets, Jeremiah was revealed by God the Father, Zed-e-ki’-ah, the king of Judah, his princes, and the residue of the land, and those who dwelt in the land of Egypt, "I will deliver them to be removed into all the kingdoms of the earth. For they shall be a reproach and a proverb, a taunt and a curse in all places where I shall drive them." Among the prophets who were in the land, God the Father then revealed to them at that time, and the king of Assyria carried Israel away into Assyria. (Jer 1:14-15,24:8-9/2 Kings 17:5-7,16/19:2) Then the servants of Nebuchadnezzar, king of Babylon, came up against Jerusalem, and the city was besieged. He then carried away all Jerusalem and all the prince, mighty men of valour, craftsmen, smiths, and left the poorest sort of people of the land, priests and the prophets. (2 Kings 24:10-16/Zec10:11/Ezra 5:2/Haggai 2:2)

Those who were left behind, Jesh’-u-a, the son of Joz’-a-dak, and his brethren the priest and Ze-rub’-babel the son of She-al’-ti-el and his brethren, built the altar of the God of Israel. (Ezra 3:2) As they were carried to Babylon, the prophets, Hag’-gai, and Zech-a-ri’-ah prophesied unto the Jews that were in Judah and Jerusalem to build the house of God. (Ezra 5:1-2) This matter came to Da-ri’-us, the king of Persia, who then made a decree, let it be done with speed. (Ezra 6:7) The king of Babylon, Nebuchadnezzar, then made his father's brother, who was named Zedekiah as king, who reigned in Jerusalem and did evil in the sight of the Lord, as Jehoiakim had done. (2 Kings 24:1,17-20/2 Chro 36:11-13) These prophets at the time, Jeremiah, the Lord spoke by the mouth and stirred up the spirit of Cyrus, the king of Persia. (Ezra 1:1-3,6:1,12,14) For all the kingdoms of the earth, God of heaven, has given me to build Him a house in Jerusalem. (Jer 25:12/Isa 44:28/Zec 10:11)

The prophets Hag’-gai and Zech-a-ri’-ah, the son of Id’-do, prophesied unto the Jews that were in Judah to rebuild the temple in Jerusalem. After the Jews returned from Babylon to their land, the rebuilding of the temple began; however, due to their personal affairs, they did not complete. Then rose up Ze-rub’-ba-bel and Jesh’-u-a and began to rebuild the house of God, “having the prophets of God helping them.” (Ezra 5:1-2/Haggai 1:1-2) Zechariah was revealed by God the Father to encourage the people in their unfinished responsibilities, for a day would come when their Messiah, Lord Jesus, would come into the temple. The elders of the Jews then built, and they prospered through the prophesying of Hag’-gai the prophet and Zech-a-ri’-ah the son of Id’do. The House was finished on the third day of the month of A’-dar, which was in the sixth year of the reign of Da-ri’-us the king. (Ezra 6:14-15) 

2 Kings 19:20/Isaiah 37:21: Then Isaiah the son of Amoz sent to Hez-e-ki’-ah, saying, "Thus saith the Lord God of Israel, 'That which thou hast prayed to me against Sen-nach’-e-rib king of Assyria I have heard.'" Zechariah 10:10: "I will bring them again also out of the land of Egypt, and gather them out of Assyria; and I will bring them into the land of Gil’-e-ad and Leb’-a-non; and place shall not be found for them."
