Is it right to cover sins or not? --Proverbs 28:13

Proverbs 28:13: He that covereth his sins shall not prosper: but whoso confesseth and forsaketh them shall have mercy.

The problem here is this:  God warns here that “He who covers his sins will not prosper.” However, elsewhere God commends those who have had their sins covered, saying, “Blessed is he ... whose transgression is covered” (Ps. 32:1).
