I would say that the Bible recognizes the existence of human need (which, as Jesus said, will always be present (Matthew 26:11)), and supports the providing of assistance by believers to meet the genuine needs of others. In my opinion, that assistance should be graciously and gratefully accepted by the recipient in the same spirit of Christian fellowship in which the assistance is offered, with the intention on the recipient's part to be similarly generous to others at such future time as it becomes possible. 

At the same time, the Bible also teaches that people in need should be doing all that they can to help and support themselves, so that they themselves will have assets that they in turn can use to benefit others (Ephesians 4:28). If a person in need is deliberately or willfully not making this effort, then that person should not be entitled to help from others (2 Thessalonians 3:10), and should also be unwilling to accept such help.
