As one reads through the whole 8th chapter of Romans, Paul continues to expound on being delivered from the bondage of Law to freedom of Faith or the Law of Liberty. What sets the foundation for this deliverance?

I believe we see that a three-fold action of the Holy Spirit accomplishes this:

[1] The Indwelling of the [Person] of the Holy Spirit through Salvation is the Gift and the Proof of Salvation.1 Corinthians 3:16, 2 Timothy 1:14, Romans 8:11.

[2] The Anointing of the [ Power ] of the Holy Spirit is the Sanctifying agent that allows a saved saint to be true and productive in fruit.1 John 2:27, Acts 1:8, Luke 24:49, Ephesians 5:18 Galatians 5:22-23

[3] The [ Preserving ] of the Holy Spirit that Seals us in the promise to not live in fear but boldness for God. Ephesians 1:13-14, Ephesians 4:30, 2 Corinthians 4:13-18.

We as God's Children then are promised the Indwelling and Anointing of the Holy Spirit in order to give Glory to God by living and walking in the Spirit.

1.The Indwelling of the Holy Spirit: 
One of the criteria for being born again is you are born of the Holy Spirit. John 3:5 states "...except a man be born of water and of the (Holy) Spirit, he cannot enter the Kingdom of God". Once you are born again, the Holy Spirit dwells on the inside of you. Paul tells the Corinthians in 1 Cor 3:16 "Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you". Hence once born again, you have the indwelling of the Holy Spirit.

2.The Anointing of the Holy Spirit: 
This happens when you receive Holy Spirit baptism and results in empowerment by the Holy Spirit. It is necessary to operate and function in the gifting of the Holy Spirit. It is often described in several passages in the bible as "...the Holy Spirit came upon"

There are many examples showing that the indwelling and the anointing of the Holy Spirit are distinct experiences meant for different purposes. For instance, the disciples experience of the indwelling of the Holy Spirit is stated in John 20:22 "And when he (Jesus) had said this, he breathed on them, and saith unto them, Receive ye the Holy Ghost". At this point the disciples were born again. He then told them that when He departs, they would receive power after the Holy Ghost comes upon them (Acts 1:8) and it was not until the day of Pentecost that they received the anointing of the Holy Spirit and begun to actively function and operate in the power of the Holy Spirit.

The indwelling of the Holy Spirit happens as soon as you believe and stays with you forever. You can quench or grieve Him (Eph 4:30, 1 Thes 5:19) by turning away from God but He indwells you forever and seals your salvation (Eph 1:13).

You are anointed when you believe. Then He indwells you. There is no separate "baptism of the HS." In Acts, the apostles at time, not always, verified the belief of a person and personally anointed those people but that is no longer needed. It's the same thing--you are anointed and indwelt at the moment of your salvation.

There is no caste system in Christianity whereby some believers are elevated to a higher degree than any other believer--that some are "specially anointed" while others are "merely" indwelt. It's the SAME thing! We are all on the same footing. We all receive the same HS and His power is within us. Every Christian is a child of God. John 1:12

This is a very important question. Finding the biblical answer to the question will throw much light on and the understanding of the scriptures.

All CHRISTIANS have to have holy spirit. 

First, Jesus Christ actually taught his followers to pray for the free gift of the spirit. Luke 11:13; Matthew 7:11. Similarly, apostolic writings confirmed that God freely gives his Holy Spirit to those who sincerely seek and request for it, Acts 2:38. And from Galatians 5:16-25, we learn that CHRISTIANS are to walk or be led by the spirit, so that they will not manifest the works of the flesh. By so doing, CHRISTIANS will manifest the works of the spirit, viz, love, joy, peace, kindness, long- suffering and so on. Thus, being led by the spirit, or allowing themselves to have the indwelling of the spirit, CHRISTIANS will inherit everlasting life in the kingdom of God. 

The point being made here is that ALL CHRISTIANS have Holy Spirit indwelling in them provided they ask God to give them his spirit and do not grieve the spirit by going against the dictates of the spirit. The spirit also brings revelation and understanding of God’s will and also energizes his worshippers to accomplish things in accord with that will. That spirit acts as a driving force that moves and impels them, even as Mark says the spirit “impelled” Jesus to go into the wilderness after his baptism. (Mr 1:12; compare Lu 4:1.) It can be like a “fire” within them, causing them to be “ aglow”, Romans 12:11; Acts 18:25.

Now to anointing by Holy Spirit. 

To help us understand what this mean, we must go back to the “Old” Testament to see what the term “anionting” means. In those days, anointing was performed with a specially-formulated anointing oil and was used as an official confirmation of appointment of one anointed, See Exodus 20:22-25. It was a capital offense for anyone to compound this mixture and to use it for any common or unauthorized purpose. (Ex 30:31-33) This figuratively demonstrated the importance and sacredness of an appointment to office that had been confirmed by anointing with sacred oil.
Here are a few examples of anointing with the special oil:

- Samuel anointed Saul as king after God had designated Saul as his choice,
1Samuel 10:1.
- David was anointed as king on three different occasions: once by Samuel, later by the men of Judah, and finally by all the tribes, 1Samuel 16:13; 2 Samuel 2:4; 5:3).
- Aaron was anointed after his appointment to the office of high priest, Leviticus 8:12. (Afterward, Aaron and his sons had some of the anointing oil along with the blood of the sacrifices spattered upon their garments, but Aaron was the only one who had the oil poured over his head, Leviticus 8:30.).

In the “New Testament” and post-Christ, anointing for priesthood and or kingship is performed by or with Holy Spirit. That is, God anoints CHRISTIANS who are chosen for priesthood and kingship along with Jesus Christ with Holy Spirit. The Bible teaches that the Messiah, or the Anointed One, Jesus, will be head Ruler and High Priest in the Kingdom of God, Daniel 2:44; 7:13-14. The Bible also teaches that God will appoint a chosen group and number from amongst Jesus’ followers to be corulers and under-priests to rule with Jesus, DANIEL 7: 18,21-22; Luke 12:32; 22:14,20,28-30; Revelation 5:9-10; 14:1-4; 20; 4-6. The 11 faithful apostles and the 12th selected as replacement for Judas form the foundation members of this chosen or elect group, Rev 21:14. They are referred to as sons or children of God in Romans 8:15-25 and constitute the (secondary) Seed of ABRAHAM in Galatians 3:26-29. 

The point here then is that anointing by or with Holy Spirit is NOT for ALL CHRISTIANS. It is only for those chosen by God for the purposes of corulership with Jesus. Holy Spirit indwelling is in all true CHRISTIANS who have to ask for this priviledge; but Anointing is only for those CHOSEN by God. Those in whom Holy Spirit indwells will be saved as the great crowd of Rev 7:9-11.
