Israel was led into Baal worship by Balaam, who was hired by Balak, the king of the Moabites, to curse Israel. Despite Balaam blessing Israel at that time, he also apparently contributed to their worship of Baal, through encouraging the marriage of Israelite men to Moabite women, as noted in Numbers 25. (This was a continuation of the earlier idolatry into which the Israelites had fallen during Moses' extended absence communing with God on Mount Sinai, as related in Exodus 32.)
