These passages depict Christ and his followers (everyone who is part of first resurrection) will be better than Holy angels. Let us see this truth in the light of Heb 12:23

✿ We read about the eight things that are seen in Heaven as we read in this passage 
❶ The heavenly Mount Zion (Heb. 12:22; Rom. 11:26; Rev. 14:1) 
❷ The capital city of God (Heb. 12:22; 11:10,16; 13:14; Rev. 3:12; 21:1-27; 22:1-5 Jn. 14) 
❸ Innumerable angels (Heb. 12:22; 1:5-14 Rev. 5:11-14) 
❹ The general assembly and church of the firstborn (Heb. 12:23; Col. 1:18) 
❺ God the Judge of all (Heb. 12:23) 
❻ The spirits of just men made perfect (Heb. 12:23; Rev. 6:9-11) 
❼ Jesus, the mediator of the new covenant (Heb. 12:24; Mt. 26:28; Heb. 9:15) 
❽ The blood of Christ (Heb. 12:24; Mt. 26:28; Col. 1:20; 1Pet. 1:18-23)

✿ Paul sums up in Heb 2:16 that his argument about "Christ being better than angels", declaring He did not take on the nature of angels, but became the natural seed of Abraham. It was necessary that He be made in all things like unto His brethren "that He might be a merciful and faithful high priest" in the things of God, to remit their sins by His own atonement, and to represent them in time of temptation (Heb. 2:17-18). Thus, Paul shows the Jews that Christ had to be made a human being; that He came from Abraham according to the flesh; that He was one of their own people; that redemption could not have been possible otherwise; that the Messiah had to suffer to redeem; and that He is now able to help and deliver all men who are tempted.

❷ Firstborn from the dead (Col. 1:18) 
❸ Firstborn of many brethren (Rom. 8:29) 
❹ The Head of the church of the firstborn (Heb. 12:23) 
❺ His firstbegotten (Heb. 1:5-6) 
❻ Firstbegotten of the dead (Rev. 1:5)

✿ The church is the called-out people of the one who is the firstborn (Heb. 12:23). So everyone who will be part of first-resurrection will be called the Church (symbolized as body of Christ and bride of Christ) will be called as firstborn. Adam and angels were by creation, not by begetting (Lk. 3:38; Gen. 6:1-4 Job 1:6; 38:4-7)

The elect angels have no need to be saved, since they were created as holy beings, and have remained holy. (Otherwise they could not be in God's presence.) The point being made in Hebrews 2:16 is that it was therefore not angels whom Jesus was incarnated to save, but human beings -- the spiritual descendants of Abraham (that is, all those who place their faith in Christ's atoning death and resurrection for salvation and eternal life, in the same way in which Abraham believed God, and God credited his faith to him as righteousness (Genesis 15:6; Galatians 3:6-9)).
