ESV - 16 "For the man who does not love his wife but divorces her, says the Lord, the God of Israel, covers his garment with violence, says the Lord of hosts. So guard yourselves in your spirit, and do not be faithless."

He permits, though doesn't demand, it if the other partner has been unfaithful.

"And I say to you: whoever divorces his wife, except for sexual immorality, and marries another, commits adultery.” Matt 19:9

"I gave faithless Israel her certificate of divorce and sent her away because of all her adulteries. Yet I saw that her unfaithful sister Judah had no fear; she also went out and committed adultery." Jer 3:8
