In my authorized King James Version the passage reads "And surely your blood of your lives will I require; at the hand of every beast will I require it, and at the hand of man; at the hand of every man's brother will I require the life of man." In my Living Bible the same verse reads, "And murder is forbidden. Man-killing animals must die, and any man who Murders shall be killed; for to Kill a man is to kill one made like God." Genesis 9:5,6 Notice the first passage says every beast!
ESV - 5 And for your lifeblood I will require a reckoning: from every beast I will require it and from man. From his fellow man I will require a reckoning for the life of man.

I believe the following passages explain the principle established in Genesis you referred to. 1. The sanctity of human life and 2. Human responsibility. God's judgement has already been decreed, it is man's responsibility to execute penalty. Exodus 21:28 "If an ox gore a man or a woman, that they die: then the ox shall be surely stoned, and his flesh shall not be eaten; but the owner of the ox shall be quit." Exodus 21:29 "But if the ox were wont to push with his horn in time past, and it hath been testified to his owner, and he hath not kept him in, but that he hath killed a man or a woman; the ox shall be stoned, and his owner also shall be put to death." Exodus 29:30 "If there be laid on him a sum of money, then he shall give for the ransom of his life whatsoever is laid upon him." Exodus 29:31 "Whether he have gored a son, or have gored a daughter, according to this judgment shall it be done unto him." Exodus 29:32 "If the ox shall push a manservant or a maidservant; he shall give unto their master thirty shekels of silver, and the ox shall be stoned.". (See also Ex. 21:35-36).
