Before one can answer about verse 1 of chapter 13, we must know the meaning of each word to understand what John is trying to tell us, and the words are as follows:

The Sea: Crowd of People

The Beast: The President

Seven Heads: Ten Horns: the description of both currencies, seven coins and ten denominations of paper currency, and this is U.S. currency and how John described the U.S.

Ten diadems: 1981, date of the year when the U.S. started circulating ten (Ten Diadems) denominations of paper currency.

Impiously Irreverent: In GOD we trust

When one reads the first verse of chapter 13, verse 1, this is the date of January 20, 1981, and John is witnessing the inauguration of the 40th president of the United States. Book of Revelation, chapter 13, verse 1, is as follows:

“And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.”

Which means, and John stood upon the edge of a crowd of people, and saw the president rise up out of the crowd of people, from the United States, in the year 1981, and upon the head of the coin currency, it said "In GOD we trust.”

Book of Revelation chapter 13, John is describing two presidents during their terms, who are the first two presidents of the Tribulation countdown calendar (Rev 17:10). That is what John is trying to tell the people of the future, which is us, to get ready because wickedness will take over the land.
