How do you know if those you see in public are praying? Or do you expect to publicly display the prayers you say in public?
Most people pray by uttering no words out loud, not much use as a public display of pray.
I am all for public prayer but would find it weird if people I met in public expected me to listen to thier prayers uttered out loud for all to hear.
