In the Old Testament, what do the 12 wells and 70 palm trees represent?

Is it parallel to Mat 10:5 when Jesus sent out His 12 disciples as well as in Luke 12:1 when He sent out the seventy, two by two?

Exodus 15:27

NKJV - ²⁷ Then they came to Elim, where there were twelve wells of water and seventy palm trees; so they camped there by the waters.
