Could it have been suspended liquid water? If so, it could not have been very thick because at a high altitude the volume cause a sphere to be thicker (deeper) at the surface. Moving from high altitude to the surface would still be endothermic. But it would require a higher air pressure to keep it suspended. That would account for the theoretical higher oxygen content of breathable air before the flood.
