In this sense; it would be great to lay the foundation of the text from where it was written and we'll come to the conclusion

Psalms 82:6
I have said, Ye are gods; and all of you are children of the most High.

Those who rule (or judge) do so by God’s appointment and thus are his representatives—whether they acknowledge him or not. God laid the foundation of this in the first verse

Psalms 82:1
God standeth in the congregation of the MIGHTY; he judgeth among the GODS.

Gods in this text is referring to "men" who rule. [there are many so-called gods, but there is only ONE ~ 1 Corinthians 8:6]. So these "gods" are Kings, Leaders, Rulers... -- they're ALL appointed BY God and ruled by God so they would be in God's position among men.

Romans 13:1-2 ~ NASB 
Every person is to be in subjection to the governing authorities. For there is no authority except from God, and those which exist are ESTABLISHED BY God. Therefore whoever resists authority has opposed the ordinance of God; and they who have opposed will receive condemnation upon themselves.

Daniel 4:25...seven times shall pass over thee, till thou know that the most High ruleth in the kingdom of men, and giveth it to WHOMSOEVER HE WILL

Daniel 5:23
But hast lifted up thyself against the Lord of heaven... the God in whose hand thy breath is, and WHOSE ALL YOUR WAYS, hast thou not glorified:

John 19:10-11
So Pilate said to Him, “You do not speak to me? Do You not know that I HAVE AUTHORITY to release You, and I have authority to crucify You?” Jesus answered, “ You WOULD HAVE NO authority over Me, UNLESS it had been GIVEN you FROM ABOVE; for this reason he who delivered Me to you has the greater sin.”

Romans 9:17
For the Scripture says to Pharaoh, “ For this very purpose "I (THE LORD) RAISED YOU up, to demonstrate MY power in you, and that MY name might be proclaimed throughout the whole earth.”

Scripture emphatically says: even if there are Rulers, Pharaohs, Kings, Shepherds, Rulers, Chiefs, Presidents -- whoever it may be, poor, common, famous ALL MEN-- if they have any authority or sense of power; it's appointed by our Great God. 

So when Jesus mentioned this: even the Jews did not realize this (they would have known our Glorious Lord) -- NO ONE is truly aware that In Gods hand is our breath, life, and all our ways. Especially leaders. But are they "Gods" in the sense that they have Immortality? Not at all. Read the next verse

Psalms 82:7
But ye SHALL DIE like MEN, and fall like one of the princes.

1 Timothy 6:16
(Jesus Christ) Who only hath immortality...

So to Jesus context, notice where he is

John 10:23
And Jesus walked in the TEMPLE in Solomon's porch.

The temple was the centre of the Chief Priests, Elders and rulers of the Jews and to add during a festival- in referencing this text, he was acknowledging that yes, "even you are gods" (rulers) but Jesus is witnessing to His position with God above who they thought they were

John 10:36
do you say of Him, whom the Father SANCTIFIED and SENT into the world, ‘You are blaspheming,’ because I said, ‘ I am the SON OF GOD’?

So we are gods only in the sense that if we have any "power" or sense of power, control or authority - then we are "gods". Our "power" is FROM ABOVE. Either Righteous kings/ Judges [David, Joshua, Samson, etc] & evil [Belshazzar, Nebuchadnezzar, and the Pharaoh of Moses]. Only the foolish and wicked, "knows not that it's OF THE LORD" (Judges 14:4)
