I am a licensed Christian counselor. My simple answer is "No", it is not wrong to be depressed. It's either a mental illness or a part of the process of grief and loss. However, sins that are committed while depressed are still sins and those, of course, are wrong.

Depression is a result of a fallen world. We are not responsible for the sinful state of the world, except that we are heirs to Adam and Eve. However, actual sin is ours to deal with whether or not we were depressed when the sin occurred.
