Respectfully submit that with the proper instructions from your church's pastor it will be alright for a caring Christian to administer an anointing to a needy friend or family member. Giving all glory to the father and to his son our Lord Jesus Christ. Also in my Stephens ministry classes it confirmed this to be correct to do....GLORY to the FATHER, SON AndThe HOLY SPIRIT.
