It's interesting for me, Luis, that you would ask about the derivation of the term "The Watchers" and whether or not it describes "fallen angels" in the Bible.

Until yesterday, I had not heard the term in that context. Coincidentely, yesterday I started to read an eBook by Bart Ehrman called "How Jesus Became God. 

Mr. Ehrman is a very knowledgeable historian of the Bible, but self-testifies that he is not a Follower of Jesus. 

He says that the ancient Jews did use the term The Watchers to describe "devine beings" called fallen angels.

In Chapter 2 of the book, you'll discover an interesting discussion of the general subject of "divine beings", beside God, in ancient Judaism despite it being a montheistic religion. 

You'll probably also enjoy the author's discussion of the derevation of the term "Son of Man" and other devine beings which he discusses, besides The Watchers", used in both the Old and New Covenants.
