Nowhere in Scripture is it taught that the fallen angels were given a chance to repent and they rejected the opportunity. The Bible does not give us the benefit of finer details about the genesis of the rebellion in heaven safe for the fact that these angels led by Satan turned against God in an effort to overthrow Him from His throne. Satan, their leader, was probably an archangel, possibly in the same status if not higher than Michael and Gabriel, but was thrown down to earth after he desired to exalt himself above God (Isaiah 14:12-15). Jesus confirms this fact in Luke 10:18 when He declares that He beheld Satan fall down from heaven as lightning. 


God was resolute that He could not tolerate the rebels who had abused the privilege of serving in His presence and yet understood His nature. Scripture does not reveal to us any salvation plan for these ministering spirits other than that they serve at God's command. Perhaps there was none at all. Jesus appears to suggest that angels are knowledgeable of divine things perhaps except those that God would not reveal to them (Matthew 24:36). This is most probably arising from their proximity to God's throne.


As to why God did not give them a chance to repent, one possible conclusion is that they do not bear the image and likeness of God in the same way that human beings do but they have a will to obey or disobey God in the same way that human beings can. 1 Peter 1:12 (KJV) says "... but unto us they did minister the things, which are now reported unto you by them that have preached the gospel unto you with the Holy Ghost sent down from heaven; which things the angels desire to look into." This scripture does seem to confirm that God overlooked angels in his eternal plan of salvations because they desired the gospel of Christ but were apparently helpless in accessing its saving grace. What a privilege we believers have in Christ that even angels were denied the benefits we enjoy!

Those who rebelled along with Satan could no longer be permitted into the presence of God where they served because God is just and holy and will not tolerate rebellion against His divine rule.
The punishment served on the fallen angels is a lesson to us that God punishes sin and rebellion and it does not matter how close we are to God because he is a just God even as much as he is loving and merciful (Exodus 34:6). He banished the nations of Israel from the face of earth after their persistent rebellion and apostasy even though they were a special people to Him. He denied Moses a chance to enter the Promised Land even though Moses was so close to Him just because he sinned against God in the two events recorded in the Bible (Exodus 32:48-52). He also threw out Adam and Eve from the Garden of Eden even though they were close to God and enjoyed his fellowship. 

Nothing can stand in the way of our holy, righteous and just God in executing and dispensing his divine justice to those who deserve it. Only the blood of Jesus protects the believers from God's wrath and gives us eternal security because God has not changed His nature or attributes and will never change (Hebrews 13:8).

It is in my humble opinion concerning falling angels and repentance. Falling angels do not meet the qualifications for repentance. Repentance is for man, necessary due to our fallen state we are in. If Saten hadn't been cast down to Earth, repentance wouldn't be necessary. More than once our Father considered destroying us and starting over, but Moses and others prevailed upon God not to do this. So God instead sent His son Jesus to allow us repentance. I don't think it is possible for a fallen angel to repent, they derive their power from a different source, the suffering of man. While our Fathers power comes from love. I liken it to a football game. Two opposing teams. Bitter rivals. One wears dark the other wears light. Now after the game you wouldn't see the one in the dark jersey showering with the ones wearing the light jersey or likewise the one in the light jersey showering with the dark jerseys would you. They are opposing teams and they always will be. The die has been cast.

Could we consider this issue from another angle? I have not come across a biblical position that says God has not given the fallen angels including satan himself the chance to repent. In my considered view, God has given them every chance to repent but they have not accepted. 

It is exactly like Man, unless we take the opportunity to repent afforded to us by grace there is nothing God can do for us. While the chance has been given we must take it up. 

To show that the devil and his angels are not interested in repentance, they continue to tempt us. Repentance means abandoning what you were doing and accepting that you were wrong. As far as I am aware they have not done that. They still believe they are correct and God is wrong. Now that is not repentance!

God will not give the fallen angels a chance to repent for the same reason that all those who are resurrected at the end of the 1,000 year rule of the lord Jesus at the White Throne Judgment whose names are not written in the book of life are cast into the lake of fire and destroyed.

The reason: In the case of the fallen angels is they chose to follow and recognize Satan as their leader and submit to his authority, and rejected their Creator, which act for angels is unforgivable. In the case of human beings that same applies. They have rejected the witness their Creator gave them in the Creation itself, in the message of His revelation and the message about the coming Kingdom of God and have proved by their actions while alive that if granted eternal life they would be most miserable in the coming Kingdom of God.
