In Leviticus 20:13 it says that if a man lays another man as with a woman the penalty is death for both; does that still apply under the New Covenant?

ESV - 13 If a man lies with a male as with a woman, both of them have committed an abomination; they shall surely be put to death; their blood is upon them.

The difference now is that through the New Covenant of Christ there is forgiveness of all sins. Where in the OT the law could not save anyone or redeem sin. This was a sin that was unforgivable but in the new covenant all sin is equal because Jesus paid the final price for them all. So if a gay comes to God and asks for forgiveness it will be granted to him because of Jesus. There are things in the Law that Jesus Fulfilled or paid in full that do not apply to us today and we do not have to carry out. The only sin that is not forgivable is to call the Holy Spirit and His works evil.

Is it still a sin? Yes.
Are we still under ancient Jewish laws? No. 

What can a sinner do under the New Covenant? Repent and trust in Jesus and they will be given everlasting life and become born again.

Does it make sense to kill a sinner while they are still slaves to their sin and not born again? No. There is no chance they could change, trust in Jesus and go to heaven in that scenario. We are not to kill sinners, but lead them to the Gospel.
