What does it mean, "For the LORD has created a new thing on the earth: a woman encircles a man”?
What is the new thing in Jer. 31:22, and explain “a woman encircles a man.“

NKJV - 22 How long will you gad about, O you backsliding daughter? For the LORD has created a new thing in the earth - A woman shall encompass a man.

As I understand the idioms being used, God is saying that He will cause backsliding Israel to actively pursue and seek Him, which represents a "new thing" that would be as unusual (in the context of that time and culture) as a woman taking the initiative in pursuing a man, rather than the man being the active partner in wooing the woman. The New Testament also speaks in terms of God (or Christ) being the "male" (groom) in relation to the Church, with the Church being His "bride".
