Why did Jesus warn against saying the word raca in Matthew 5:22?

ESV - 22 But I say to you that everyone who is angry with his brother will be liable to judgment; whoever insults his brother will be liable to the council; and whoever says, 'You fool!' will be liable to the hell of fire.

Does this only apply when spoken in anger with malicious intent, suppose it is spoken for correction when you can concern that an act was foolish and you call someone a fool because the behavior fit the definition of a fool?

I feel that the intent of your heart should always be examined when correcting someone. With that being said, how could you possibly make a loving correction to someone you love and call them a fool

I wonder if some of our current political operatives have forgotten or fail to realize this applies to them, when they are so frequently using terms to describe their opponents such as racist & other derogatory terms.
