Can a person feel guilty every time they sin without the presence of the holy spirit in their heart?

Romans 2:14 "For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:"

Romans 2:15 "Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;)"

I believe the above verses clearly indicate all individuals have a moral consciencousness, a sense of right and wrong. Paul states the moral code "is written in their hearts". He also states that the conscience accuses or excuses in v. 15. How often have we all made excuses, rationilized and attempted to justify our words or actions all the while knowing in our hearts we were wrong from the get-go? 

As already stated, the conscience is and can be subjective to envirinment, etc. Conscience can also become clouded, hardened and insensitive because of repeated indulgence reaching the point that God will literally give up or give one over to a reprobate mind. (Romans 1).

The question asked is do they feel GUILTY EVERYTIME they SIN Without the presence of the Holy Spirit. According to the bible the job of the Holy Spirit is to convict one of their sins. If they don't have the Holy Spirit and Live in the sa tanic occult what guilt would they have? We all sin, but not everyone gets convicted of his or her sins or even have the slightest guilt of what wrong they 've done UNTIL 
1. They let Christ in their heart and confess they have sinned or 
2. someone point out there wrong doing.

If morality were innate, there would be no psychopaths or sociopaths walking around, and we have plenty of those. Usually One learns morality from the way one is raised (good parenting) and other factors as well

Absolutely. All of us are created in the Image of God. Part of being human is having an innate sense of morality. Just think for a minute what this world would look like if people had no innate sense of morality and never felt bad or guilty for doing something "wrong" Heck, there wouldn't even be anything we could call wrong if we didn't have a moral compass. 

It is certainly possible to numb ourselves to the point of no longer feeling guilt by continuing in the same sin, but yes, everyone on the planet has the capacity for feeling guilty for doing something they know is innately wrong.
