What does it mean that the earth was divided in Genesis 10:25?

"25Two sons were born to Eber: One was named Peleg, because in his time the earth was divided; his brother was named Joktan."

Who divided it?  How was it divided, geographically?  Politically? by race or by water?  is this where the continents appear?

Genesis 10:25

KJV - ²⁵ And unto Eber were born two sons: the name of one was Peleg; for in his days was the earth divided; and his brother's name was Joktan.
