Moses was punished because he was never allowed to enter the promised land, Canaan land. He died out in the wilderness with everybody else except for three people of the original group that came out of Egypt. Phineas, Eliazar and Caleb were allowed to cross that river Jordan. The river Jordan represents the second veil of the tabernacle going from the holy place into the most holy place. The priest was allowed to do that once a year on the day of atonement, October 10.
