1 Corinthians ch12 talks of many gifts. As we are all the body of Christ, and as ears, eyes, hands (etc) are many which make up one body, we are all assigned different roles. We have been given gifts according to what we have been called by God to do.

You probably have/will have gifts without realising. If you don't know you have a certain gift, don't use that to not do something. If you don't know that you have the gift of evangelism, then don't use that as an excuse to not evangelise, as many do because they will not pray for the bravery.

If you need the wisdom to counsel (you will need to use this to have it) then you can ask God, and assuming that you don't doubt, it will be given to you. If any of you lacks wisdom, let him ask God, who gives generously to all without reproach, and it will be given him. But let him ask in faith, with no doubting, for the one who doubts is like a wave of the sea that is driven and tossed by the wind. For that person must not suppose that he will receive anything from the Lord; he is a double-minded man, unstable in all his ways. James 1:5-8

If you feel deeply compelled to do something, so much that you cry from it, then that is the Holy Spirit telling you that God has called you to do something. Always be open to this, as many do not know what they have been called by God to do because they would refuse if they knew. If you require a gift, then the Lord will give it to you when it is necessary. "Ask, and it will be given to you; seek, and you will find; knock, and it will be opened to you. For everyone who asks receives, and the one who seeks finds, and to the one who knocks it will be opened. Or which one of you, if his son asks him for bread, will give him a stone? Or if he asks for a fish, will give him a serpent? If you then, who are evil, know how to give good gifts to your children, how much more will your Father who is in heaven give good things to those who ask him! Matthew 7:7-11

As someone who has attended a charismatic church my entire adult life, I’ve witnessed the process of a person receiving the gift of tongues many times, and I speak in tongues, myself. It can happen in different ways, and we find some examples of how the gift of speaking in tongues was released in the scriptures. Acts 19 says:

1While Apollos was at Corinth, Paul took the road through the interior and arrived at Ephesus. There he found some disciples 2and asked them, “Did you receive the Holy Spirit when you believed?”

They answered, “No, we have not even heard that there is a Holy Spirit.”

3So Paul asked, “Then what baptism did you receive?”

“John’s baptism,” they replied.

4Paul said, “John’s baptism was a baptism of repentance. He told the people to believe in the one coming after him, that is, in Jesus.” 5On hearing this, they were baptized in the name of the Lord Jesus. 6When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues and prophesied. 7There were about twelve men in all.

In this case, Paul laid hands on those wanting to receive the gift of tongues.

Acts 10 says:

44While Peter was still speaking these words, the Holy Spirit came on all who heard the message. 45The circumcised believers who had come with Peter were astonished that the gift of the Holy Spirit had been poured out even on Gentiles. 46For they heard them speaking in tongues and praising God. 

Then Peter said, 47“Surely no one can stand in the way of their being baptized with water. They have received the Holy Spirit just as we have.” 48So he ordered that they be baptized in the name of Jesus Christ. Then they asked Peter to stay with them for a few days.

In this case, the Holy Spirit was released via Peter’s teaching and God’s sovereign will, and those with ears to hear received the gift of tongues.

Acts 2 says:

1When the day of Pentecost came, they were all together in one place. 2 Suddenly a sound like the blowing of a violent wind came from heaven and filled the whole house where they were sitting. 3 They saw what seemed to be tongues of fire that separated and came to rest on each of them. 4 All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.

In this case, the first time that we read about tongues being released to believers, they were simply praying together, not even asking for the gift, and God granted it to them.

Receiving the gift of tongues comes down to a few things, in my opinion: 1) a person needs to have faith that God wants him/her to receive the gift of tongues, and it takes stepping out in faith to receive it; 2) it’s helpful for a person to be encouraged by an atmosphere that is open to the gift of tongues, such as a charismatic church meeting or a group of believers who speak in tongues and will take the time to pray with the one who wants to receive tongues; 3) in most cases, a person needs to be open to such a gift, although God can give this gift to whomever He wills, even to someone who refutes that speaking in tongues is still practiced today.

God isn’t limited to any circumstances, and He can grant this gift to anyone at any time, however He wills to do so. However, since you’re asking specifically about how to receive it, I’m offering the above insights and the scriptures I mentioned. On a practical level, I would recommend first that you pray and ask God to grant you this gift. I would also encourage you to approach believers who speak in tongues and ask them to lay hands on you and pray for you to receive it. If you don’t know any, look for a charismatic church in your community (the Assemblies of God or any church with “Pentecostal” or “Charismatic” in its title will be open to speaking in tongues).

It sounds like you already have an earnest desire and faith to receive this gift, and that’s a great way to start. May God grant you this wonderful gift!

"If" the sign gifts were still active it would be according to 1 Corinthians 12.

1 Corinthians 12:7 "But the manifestation of the Spirit is given to every man to profit withal."

1Cr 12:8	 "For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit;"

1Cr 12:9	 "To another faith by the same Spirit; to another the gifts of healing by the same Spirit;"

1Cr 12:10 "To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues:"

1Cr 12:11 But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will."

Ephesians 4:11 " And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers;"

The Holy Spirit divided separately as "he willed" not as they willed.

To profess or teach otherwise is contrary to scripture!

Where does the Bible teach that the Spiritual gifts of our Eternal God were like a noon-day buffet, or like asking for extra pickles and catsup on a Whopper?

The ability to speak in tongues is a gift from the Holy Spirit.

This is not one of those languages that you can learn and it is the language that only God can understand.
Another words, whatever the Holy Spirit in your thoughts and on your tongue, is a kind of a secret language between you and the Lord, language that Satan cannot understand.

I have also have heard another explanation as to the term "speaking in tongues".
I have been told that it can also be looked at as the ability to speak in a foreign language. It somehow does not appeal to my understanding as Satan is able to follow it.

Seek the GIVER, NOT THE TONGUES. When you are seeking the Lord with all your heart, it will come. I was asleep and God awakened me with the words, "Get on your knees." At first, I though it was just me, but It happened a third time, and the minute I was obedient and my knees hit the floor, God babtised me in the Spirit. The Glory of the Lord was mighty in that place, and the closeness to God was ever present. A beautiful experience. We need refilling daily. As you draw close to God, He will draw close to you. Praise His Holy Name. Joy unspeakable and full of Glory.

IF that particular set of gifts were still in effect, then ALL of them would still be in effect. One of the gifts was raising the dead. I haven't seen that done lately. Those gifts were for the early church, which did not have the completed Bible. We have God's word in completed form and should not require such signs. See I Corinthians 13:8. In essence, ther "perfect" has come, so we no longer get these individual gifts; God can do any miracle he pleases, though anyone, but I'd be very wary of anyone who lays claim to a specific gift. I would be just as careful about a church or denomination which required the manifestation of such gifts.

It's quite simple, if you follow Acts 2:38-39 (KJV) Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. 39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.

The last sentence speaks as plainly as the Bible can, "And ye shall receive the gift of the Holy Ghost", when you receive the Spiritual Baptism (unfilled with the Holy Ghost) the evidence of receiving the Holy Ghost is speaking in other tongues as God gives the utterance. Many others are Confusing the gift of tongues with the evidence of receiving the Holy Ghost AND speaking in tongues, two completely separate reasons. 

1 Corinthians 12, God's 9 gifts to mankind, Halleluyah:

(KJV) 
1 Now concerning spiritual gifts, brethren, I would not have you ignorant. 
2 Ye know that ye were Gentiles, carried away unto these dumb idols, even as ye were led. 
3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord but by the Holy Ghost.
4 Now these are diversities of gifts, but the same Spirit.
5 And there are differences of administrations, but the same Lord.
6 And there are diversities of operations, but it is the same God which worketh all in all.
7 But the manifestation of the Spirit is given to every man to profit withal. 
8 For to one is given by the Spirit the (1) word of wisdom, to another the (2) word of knowledge by the same Spirit;
9 To another (3) faith by the same Spirit; to another the (4) gifts of healing by the same Spirit;
10 To another the (5) working of miracles; to another (6) prophecy; to another (7) discerning of spirits; to another (8) divers kinds of tongues; to another the (9) interpretation of tongues. 
11 But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will.

If you see paragraph 9 above subsection (8), it tells you that God gives to some "diverse kinds of tongues" which is one of the 9 gifts, and this is not the same as speaking in tongues as the evidence of receiving the Holy Ghost in Acts 2:38.
