Everyone is ELECTED. 1st Timothy 2:4 states that God wants All to be saved.
Only those who accept Jesus Christ as Lord and as their Savior is ADOPTED into the family of God.

The Biblical term election is just that. It means to pick out, select or choose. God, in and of himself chose or made a choice before the foundation of the world.

Ephesians 1:4 
"According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:"

Ephesians 2:11 
"Wherefore remember, that ye being in time past Gentiles in the flesh, who are called Uncircumcision by that which is called the Circumcision in the flesh made by hands;"

Ephesians 2:12 
"That at that time ye were without Christ, being aliens from the commonwealth of Israel, and strangers from the covenants of promise, having no hope, and without God in the world:"

Ephesians 2:13 
"But now in Christ Jesus ye who sometimes were far off are made nigh by the blood of Christ."

Ephesians 1:5 "Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will,"

I understand that in the day of Paul, among the Romans and Greeks there were persons, usually slaves who were given the responsibility of watching over, educating and disciplining the householder's young son(s). Galatians 4:1 states that although the son is an heir he is no different from a slave even though he is technically from the standpoint of inheritance "lord of all". However, when the young son came of age/adulthood and voluntarily operated according to the wishes of the father rather than out of fear of the "child conductor", the son would then go through a formal procedure whereby he was adopted and officially declared a son.

This is a beautiful picture of how the law of God's Word tutored us and brought us to the point of salvation by grace! We are no longer under the law of a tutor but now adopted as sons into the family of God by the blood of Christ! As sons we no longer answer to the tutor (law) even if we fail to measure up, as true sons it is between us and the Father. Halleluiah!

We are adopted by God into the family of God. Adoption is the grace and mercy bestowed upon unworthy sinners through which a person is given admission into God’s family. It is given only to those whom God has justified by faith (a gift from God) and has caused those he has chosen to be born again God, for reasons known only to Himself and for His purpose and chose from eternity past to miraculously and eternally save those who are by nature children of wrath and makes them His very own children and co-heirs with His own Son, Jesus Christ.

“And you were dead in the trespasses and sins in which you once walked, following the course of this world, following the prince of the power of the air, the spirit that is now at work in the sons of disobedience— among whom we all once lived in the passions of our flesh, carrying out the desires of the body and the mind, and were by nature children of wrath, like the rest of mankind. But God, being rich in mercy, because of the great love with which he loved us, even when we were dead in our trespasses, made us alive together with Christ—by grace you have been saved— and raised us up with him and seated us with him in the heavenly places in Christ Jesus, so that in the coming ages he might show the immeasurable riches of his grace in kindness toward us in Christ Jesus. For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, not a result of works, so that no one may boast.”
Ephesians 2:1-9 

Spiritual and eternal adoption is solely an act of God and not an act of man.
“But to all who did receive him, who believed in his name, he gave the right to become children of God, who were born, not of blood nor of the will of the flesh nor of the will of man, but of God.”John 1:12-13 

Adoption is a legal transaction in which God the Father allows those whom He regenerates and justifies to be allowed into His eternal family,

“He saved us, not because of works done by us in righteousness, but according to his own mercy, by the washing of regeneration and renewal of the Holy Spirit,”
Titus 3:5
 
While regeneration and justification secures one’s salvation from sin and death (Romans 8:2), adoption establishes one’s relationship as a beloved child (Ephesians 5:1) to and with God the Father (Romans 8:15; Galatians 4:6).

For those who believe Scripture in regards to the doctrines adoption, predestination, election and chosen by God no proof is necessary for those who don't believe no proof is possible.

In regards to adoption: Who is to have authority in the matter of gracious adoption? The children of wrath? Surely not; and yet all men are such! No, it stands to reason, to common sense, that none but the parent can have the discretion to adopt.
