The gift of the Holy Spirit (tongues included) is what it says it is - a gift. One does not get it by willing it. It is asked from God and bestowed by God if He wills it (I Cor 12:1-11). It is not something we can reach out and grasp, or something we can practice hard to achieve. It is something we pray for, and by grace, given to us and we receive.
