Jesus is speaking in a bit of a proverbial manner here.  He's basically saying that to him who has, and improves and betters what he has, more shall be given to him.  But to him who does not improve what he has, what little he does have will be taken away.  

If you had two people in front of you who wanted to invest your money for you, would you hire the one of high character who was very motivated to be the very best at his job, or would you hire the lazy one, who really didn't care.

I agree that Christ was telling a parable in verses 4-9. However, when asked by the disciples why he spoke to them in parables, in verse 11 he very pointedly states it was not for the people to know the mysteries of the kingdom of heaven.

In verse 12 Christ states that the ones that "hath" (the believers) will receive more enlightenment. The ones that "hath not" (unbelievers) from them will be taken away what little bit of enlightenment they possess. These unbelievers are typical of all humanity without the quickening power of the Holy Spirit. 1 Corinthians 2:14 

If we read on in verses 13-15 we find these people to be spiritually blind, deaf and incapable of understanding. Their condition was prophesied in Isaiah 6:9-10; Psalms 69:22-25.

In Acts 28:17-35 Paul is in Rome preaching to the Jews and because only some of them accepted the true gospel he states in verse 25: "..........Well spake the Holy Ghost by Esaias the prophet unto our fathers," 

v. 26 "Saying, Go unto this people, and say, Hearing ye shall hear, and shall not understand; and seeing ye shall see, and not perceive:" 

v. 27 "For the heart of this people is waxed gross, and their ears are dull of hearing, and their eyes have they closed; lest they should see with their eyes, and hear with their ears, and understand with their heart, and should be converted, and I should heal them."

v. 28 " Be it known therefore unto you, that the salvation of God is sent unto the Gentiles, and that they will hear it."

In Romans 11:7-10 The Apostle Paul writes;

What then? Israel hath not obtained that which he seeketh for; but the election hath obtained it, and the rest were blinded 
 
(According as it is written, God hath given them the spirit of slumber, eyes that they should not see, and ears that they should not hear;) unto this day. 

And David saith, Let their table be made a snare, and a trap, and a stumblingblock, and a recompence unto them: 

Let their eyes be darkened, that they may not see, and bow down their back always.
