Why does God let rape etc happen to children?

A friend is struggling to accept Christ as their saviour because of experiencing child sexual abuse. I understand that we have all sinned and fallen short of the glory of God but at that age does anyone really deserve such treatment? It seems that the sinful life that followed was a result of the injustice. How can I give scriptural guidance to forgive rapist and to know God loves and cares for them, and has always loved and cared for them? Especially when it seems as if God has not cared as a father would.
