There is a sense in which God loves everyone in the whole world (John 3:16; 1 John 2:2; Romans 5:8). This love in not conditional'it is based only on the fact that God is a God of love (1 John 4:8,...

John 3:16-18 For God so loved the world, that HE gave His only begotten Son, Jesus, that WHOSOEVER, believeth in Him, should not perish, but HAVE EVERLASTING LIFE.

First John 2:2 For He is the propitiation for our sins, and not for ours only, but for the sins of the whole world.

But only those who have accepted His free gift of eternal life are saved. Romans 6:23.

If God did not love everyone He would be a respecter of persons. But God is not a respecter of persons and died for the sins of everyone in the world since the cross.

God will save anyone who believes on Him for the free gift of eternal life.

God did not send His Son into the world to condemn the world, but that the world through Him might be saved. John 3:17.

John 3:18 Believers are no longer condemned, but unbelievers are condemned already because they have not believed on the name of the Son of God.

God has made a way for any one to be saved. First Corinthians 15:3-4. That Christ died for our sins, according to the scriptures, that He was buried and rose again on the third day, according to the scriptures. Everyone who has ever believed that gospel is sealed by the Holy Spirit of promise and will go to heaven whenever we die. John 6:47 God cannot lie.

God loves all the world. He gave the blood of Jesus Christ to prove it.

1 Timothy 2:3-6
"For this is good and acceptable in the sight of God our Saviour;
4 Who will have all men to be saved, and to come unto the knowledge of the truth.
5 For there is one God, and one mediator between God and men, the man Christ Jesus;
6 Who gave himself a ransom for all, to be testified in due time."

All who will recognize God's love for them and receive His free gift of salvation by belief in Jesus Christ and the blood he shed on their behalf are welcome.

1 Thessalonians 4:14
"For if we believe that Jesus died and rose again, even so them also which sleep in Jesus will God bring with him."

The love of God is salvation for whoever believes in God's Words (2 Samuel 7: 8-16; Isaiah 55: 1-13; John 1: 1-14; 3: 14-21); salvation while we live on the earth and salvation when our days are over. (John 14: 1-4)

Whoever believes in God's Words, loves God (Deuteronomy 6: 5; Mathew 22: 37-40; John 14: 15-17).

So, God loves everyone who believes and is baptized (Mathew 28: 16-20; Mark 16: 15-18).
