The Bible clearly states that we are to do everything decently and in order, and that we are to be good disciples of God's money. If that means having a mission board to oversee the activities of missionaries, then this follows God's priciples. Imagine having a church with no budget or bylaws... chaos would be sure to follow. Even independent churches send monies through mission boards.
