I would say that the "formula" referenced in the question related to Jesus (as God incarnate) having full knowledge of individuals' circumstances, needs, and thoughts, even if they had not actively sought Him out, or previously expressed their own faith in His power to heal.

He would also have known of how the individuals had been affected by their situations; how they would react to being healed; the condition of their hearts (even without their openly expressing it) from an actual or potential standpoint of faith; and the effect that His actions and their reactions would have, both on His own ministry (such as bringing others to believe in Him), or even hastening the perfect timing of his divinely-ordained sacrifice on behalf of all humanity.

Why did Jesus sometimes heal people who didn't believe or even ask for help?

His miracles were a demonstration of his compassion and divine authority, designed to show his power over physical and spiritual sickness.

By doing this, Jesus also demonstrated God's mercy, proved his divine authority, and revealed God's glory through his compassion.

Jesus's miracles also fulfilled Old Testament prophecies that the Messiah would bring healing and restoration. For example, the Gospel of Matthew quotes Isaiah to demonstrate that Jesus' healing ministry fulfilled Scripture.

While on earth, Jesus showed the depth of his love for people by using his miraculous power to ease their suffering. 

Consider some meaningful details in the account found in Luke chapter 7. Did you notice that Jesus "caught sight of” the grieving mother and then “he was moved with pity for her”? (Verse 13) So, what he observed​—perhaps her weeping as she walked before the body of her son—​filled his heart with compassion for her. Jesus did not just feel pity for the mother; he showed his compassion for her. He spoke to her, no doubt with a reassuring tone, and said: “Stop weeping.” Then he took the initiative to do something. He brought her son back to life and “gave him to his mother.”​—Verses 14, 15.

The accounts of Jesus' miracles reveal just how deeply Jesus was affected by the suffering of others. He did not cure people out of a mere sense of duty. He truly cared about them and wanted to help them.

The healings by Jesus also served as a preview of the restoration of human health that He would accomplish when God’s Kingdom exercises complete control over the earth. This is reinforced by the vision that is described in Revelation 22:1, 2:

Jesus’ miracles also proved that he had received extraordinary power from God. When God’s Kingdom rules the earth unopposed, Jesus will use to the full the power that he demonstrated on a small scale while on earth. To illustrate, let us take the miracle of the loaves and the fishes. (Luke 9:12-17) In God's new world, Jesus will ensure that all mankind has enough to eat. (Psalm 72:16) He will also cure all sickness and disease, thus enabling obedient humans to live forever. (Revelation 21:4) 

A key motivation was his compassion for human suffering, not necessarily in exchange for belief or a request.
