Why does the angel, and not God, make the promise to Hagai, "I will multiply your descendants exceedingly, so that they shall not be counted for their multitude"?

Genesis 16:10: And the angel of the Lord said unto her, I will multiply thy seed exceedingly, that it shall not be numbered for multitude.

Hagar after she conceived in her womb, she was despised in the eyes of Sarah, and she fled to a fountain of water in the wilderness on the way to Shur. The angel of the Lord found her by a fountain of water in the wilderness on the way to Shur. The angel of the Lord said unto her to return to her mistress and submit herself under her hands, saying, "Thou art with a child in your womb and shall call him Ish’-mael." The wilderness route that she took having fountains of water was between Ka’-desh and Be’-red. This was the land Moses brought Israel from the Red Sea and went out into the wilderness of Shur. From the land of Shur, they came to the land Be’-er-la-hai’-roi between Kadesh and Bered which is in Jordan. (Gen 16:5-7,14/Exo 15:22/Num13:26/27:12)

The angel of the Lord, who spoke and made a promise to Hagar, was sent by God the Father. This angel appeared as three men who stood by Abraham and asked him, “Where is Sarah, your wife? She will certainly bear a child.” Of these three angels, two went on their way to Sodom and Gomorrah, and one stayed back who was, and is our Lord Jesus. For Abraham rejoiced to see His day and was glad as Lord Jesus revealed to us in the scriptures. (Gen 18:1-2,22/John 8:56) This was the “Angel, our Lord Jesus,” God the Father spoke and sent to Moses. “To beware of Him, and obey His voice, provoke him not: for He will not pardon your transgression: for My Name is in Him.” (Exo 23:21) 

The Lord said to Abraham as to Ishmael, "I have heard thee that was born to Hagar. For I have blessed him, and I will make him fruitful and will multiply him with twelve princes, making him a great nation." (Gen 17:20/21:18) Lord Jesus reveals unto us in the scriptures, “Your Father Abraham rejoiced to see my day: and he saw it and was glad.” He is the Son of man who ascended up where He was before, with God the Father. (John 6:62/8:56) It was our Lord Jesus who stood on the earth in the presence of men and who appeared in their dreams and visions, as given to mankind by God the Father. (Gen 12:6/22:15/28:13)

Genesis 21:17: And God heard the voice of the lad; and the angel of God called to Ha’-gar out of heaven, and said unto her, What aileth thee, Ha’-gar? Fear not; for God hath heard the voice of the lad where he is.
